Tado Smart Heating Tips

I live in a 2-storey house. The house has a central heating system with a wired thermostat in the hallway. There's a single radiator in that area.
This, I'll wager, matches many folks in the UK.
Also matching many folks in the UK is likely my frustration over balancing a thermostat and keeping rooms at reasonable temperatures without being incredibly wasteful of energy.
Tado Smart Heating offers a solution to my woes. Or, so it seems.
This is the setup I want:

But my experience is that of a classic, non-smart-encumbered central heating system. When the thermostat has reached its set temperature, no calls for heat are made.
This is the thread that resonated with me, right here.

Tado has 2 distinct modes of operation. The thermostat alone has 'primacy' (CIRCUIT_DRIVER) and manages calls for heat according to its own needs; or TRVs are also given 'primacy' and can call for heat via the thermostat. This last mode is the one I think we all want... for some reason, it is not default (at least the way I managed to set my system up), cannot be changed in the app, but can be changed by Tado Support. Madness.
